The “Stop The Threat Project” is a for-profit business coalition dedicated to providing critical training resources to prevent and mitigate violent crime in healthcare, enterprise, retail, energy, chemical and transportation, private and religious-based schools and houses of worship, public entertainment and sports venues and open spaces in the community.
The company represents experts in law enforcement, military, medical and security with decades of experience related to dealing with violent crime and its aftermath.
Our approach includes customized security strategies, in-depth training programs and the most advanced early detection and notification technology.
Michael Dorety
Michael Dorety is a highly experienced security professional and firearms instructor with a distinguished career spanning several decades. As the founder of Stop the Threat, Michael focuses on delivering advanced security solutions tailored to the unique needs of various industries, including corporate businesses, healthcare facilities, schools, retail facilities, public venues, chemical plants, electrical grids, concert venues, and sports arenas.
His expertise in security is complemented by a significant background in firearms training. Michael has been an NRA instructor for over 15 years, specializing in courses such as in-home protection, out-of-home protection, Refuse To Be A Victim, and Stop the Bleed trauma. His comprehensive knowledge of firearms and dedication to safety has made him a respected figure in the security training community.
Casey Howell
Casey Howell is a highly skilled Emergency Trauma RN at Sarasota Memorial Healthcare System and the CEO and instructor at CPR Sarasota. With over a decade of experience in emergency nursing, Casey has honed her expertise in trauma care, emergency response, and patient safety. She has been dedicated to community safety, participating in outreach programs such as Safe Kids Worldwide and Teen Court of Sarasota, where she educates youth and families on injury prevention and health consequences of high-risk behaviors.
Casey’s professional journey includes roles as a Direct Physician
Extender at the Heart & Vascular Center in Lake Charles and as an Emergency Room RN at Betsy Johnson Regional Hospital. Her academic background includes an Associate of Science in Registered Nursing from the State College of Florida-Manatee-Sarasota and a Bachelor of Science in Registered Nursing from Jacksonville University. Additionally, Casey is an ACLS Instructor certified by the American Heart Association, reflecting her commitment to continuous learning and professional development.
Lt. Charles Kenniff
Lt. Charles Kenniff (retired) is a 37-year veteran of law enforcement, having begun his career with the NYPD and later joining the Sarasota County Sheriff’s Office in 1990. A graduate of the New York City Police Academy, Lt. Kenniff made significant contributions to law enforcement training and operations throughout his career.
At the Sarasota County Sheriff’s Office, Lt. Kenniff served as the commander of the training section, where he was responsible for all aspects of law enforcement and corrections training. This included overseeing field and in-service training programs. Under his leadership, over 1,000 officers from surrounding jurisdictions received their Crisis Intervention Team (CIT) training. Lt. Kenniff was also the lead instructor and facilitator for the agency’s Leadership Academy, which prepares newly promoted supervisors for the complexities of 21st-century policing.
Lt. Kenniff has been recognized with numerous citations and awards for his expertise and contributions. He is a state-recognized expert on special populations and the Baker Act. Since 2003, he has been involved with CIT training, specifically the “Memphis Model,” and is a Master CIT instructor designated by the University of South Florida and the Florida CIT Coalition. Additionally, he holds a special CIT youth instructor designation.
His expertise has been instrumental in developing the crisis intervention component of FDLE’s basic recruit program and the SRO-CIT course, which he has taught on multiple occasions. Lt. Kenniff was among the first to complete CIT International’s Certified Coordinator course and continues to educate civilians and law enforcement on responding safely to persons in crisis due to mental/emotional illness, addictions, and organic brain diseases.
Lt. Kenniff has served on the board of directors for the National Alliance on Mental Illness (NAMI) Sarasota and Manatee Counties affiliate and continues to engage in speaking engagements as a subject-matter expert. In 2020, he received NAMI Florida’s CIT Officer of the Year award. Currently, he consults on a project for the International Association of Chiefs of Police (IACP), the DOJ, and the BJA to enhance the CIT component of their existing curriculum.
Since his retirement in March 2021, Lt. Kenniff has founded Kenniff Training & Consulting. He provides use of force training, de-escalation strategies for law enforcement agencies, and ethics and leadership training for first responders and corporations nationwide. His commitment to improving community interactions and outcomes remains steadfast.
Lt. Kenniff holds a bachelor’s degree in criminal justice and has completed numerous advanced leadership and law enforcement training programs, underscoring his dedication to continuous professional development.
Billy Tank Tutko
Billy “Tank” Tutko began his career in security work from 1997 until March 1999, before enlisting in the United States Navy. Following boot camp in March 1999, he completed Hospital Corps school and Field Medical Service School. He was then stationed with the 2nd Marine Division, 2nd Battalion, 2nd Marines Weapons Company CAAT Platoon. In February 2000, he completed EMT school and Battle Skills Training School in April 2000.
Billy deployed with the 26th Marine Expeditionary Unit (MEU) from July to December 2000 and later transferred to the 2nd Battalion, 8th Marines, Echo Company, 2nd Platoon, where he earned his Fleet Marine Warfare Specialist designation in April 2001. He deployed again with the 24th MEU from April to October 2001, serving in Kosovo, and returned to the 2nd Battalion, 2nd Marines Weapons Company. He completed a Wilderness Medicine Course at the Mountain Warfare Training Center in July 2002 and deployed with the 24th MEU from August 2002 to May 2003, operating in Kosovo, Africa, and Iraq.
From September 2003 to January 2007, Billy served as an instructor at the Field Medical Service School, where he completed the Marine Corps Formal Instructor Course and became the primary instructor of advanced trauma medicine and small unit tactics. He also served as Master At Arms and Instructor in Charge of Students awaiting training and transfer from January 2006 to January 2007.
After leaving the Navy, Billy completed Basic Law Enforcement Training in May 2007 and worked in various security roles, both unarmed and armed, from August 2007 to January 2010. He was the head of security at Clancy’s from January 2013 to 2015. In May 2017, he earned a Bachelor of Science in Sports Medicine and Fitness. He also became an NRA Rifle/Pistol Instructor, Range Safety Officer, and Chief Range Safety Officer in 2017.
Billy founded T3 Tutko Tactical Training in January 2017, where he continues to provide advanced trauma medicine and tactical training. He served as Senior Chief Range Safety Officer at Manatee Gun and Archery Club from March 2017 to September 2018 and has been involved in Guardian Training for the Manatee County School Board since August 2018. As the owner and founder of T3 Tutko Tactical Training, Billy remains dedicated to providing high-quality tactical and medical training.
John Bueller
John Bueller, Detective (Retired), has extensive experience in complex criminal investigations, specializing in crimes of violence, crime scene investigation, and financial crimes. As a court-recognized expert in Officer Involved Shootings, firearms evidence, and homicide investigations, he has contributed significantly to the field. With over twenty years as a firearms instructor for handguns, shotguns, and rifles, and over ten years as a Police Academy instructor, Bueller has imparted his expertise to countless officers.
His career includes four years as a robbery/homicide detective focusing on Crime Scene Investigations for death and violent crime cases. With over twelve years in homicide investigations, Bueller has handled numerous complex cases, notably serving as one of the three lead detectives in the Laci/Scott Peterson murder and as a task force member in the Sund/Pelosso Yosemite murders. His comprehensive experience and dedication have made him a respected figure in law enforcement.
